While theres not point in applying for a writing or editing job you obviously feel you have no qualifications for, dont hesitate if you feel even partly qualified. Just be sure you enclose clips that demonstrate your stuff well.
Employers have a heck of a time writing job descriptions. Its truly difficult to spell out exactly what they want from a writer. Often it will be your clips that sell them.
Having your own website, complete with samples, is, these days, the absolute best way to reach as many potential clients as possible.
